Fuel and Energy Assistance Program
CSO CARES: Crisis Assistance Refueling Energy Services

The
CARES program will provide a variety of energy related services to low income individuals and or households.
Services fall into two categories:
- Energy Assistance Services
- Low Income Energy Assistance Program
Eligible households/individuals in Columbia, Montour and Northumberland communities may receive assistance of a maximum of $250 per household per year, depending on funding, paid directly to their heating vendor.
Who Is Eligible?
Clients who are actively participating in the Community Service Block Grant (CSBG) Program are eligible for assistance. Priority is given to the following:
- Families with small children
- Senior Citizens
- Disabled Individuals who demonstrate an immediate need for assistance.
Additionally, clients must be at or below 125% of the Federal Poverty Guidelines and must have exhausted all other sources of assistance including but limited to: LIHEAP (Low Income Home Energy Assistance Program), Salvation Army, Faith Based Organizations, etc. Clients will also be required to show proof that they have exhausted these sources.
Is Other Assistance Available?
CSO, Inc.
CARES Program will provide Case management and assistance to customers who have proven that there is an emergency need for fuel/energy assistance. CSO, Inc. also recognizes that people and families are sometimes victims of circumstances beyond their control. These conditions create hardships that are difficult to address without some type of assistance.
Other program services include:
- Financial management and budget counseling
- Referrals to other programs and services
